    They ran out of chicken pho when we came in on a Sunday. Opted for the beef pho instead; seemed a bit tough and needed a fork for it. Waiter was not super attentive to our water glasses/checking in on us. Place could use a good cleaning.

    This place is close to my job and I just tried it out and though I have only been there a handful of times, I am unable to tear myself away from the Rolls in order to try anything else. They have a roll that has shrimp and BBQ pork that is just mouth wateringly (not a word, I dont care) fresh. I know there are a bajillion places to try out Pho and Salad rolls, I know this. HOWEVER, I would definitely try to check this place out if you are in the Tigard/Hall Blvd area. Yes its in a shopping strip mall next to a dollar tree and a hair school..now if that doesnt get you to flock here, I am not sure what will. The ingredients are just so fresh. Its as if the mint, basil, and shrimp were picked fresh from where they come. There is a hint of lemon zest that you can taste with every bite. The peanut sauce is not spicy and I love spicy, but I could drip this on cardboard and it would make it taste good. Perhaps they will win the 5 star next time, but since there are so many places like this out there, I have to be fair to the others that are just as if not better. Check it out! *** I have seen others eat the Pho and I will one day try it as it looks goooood.

    I came here last week to have dinner. The restaurant is located in a strip mall next to Joanns. It is located in a sketchy area of town. I looked at the menu and it is very expensive for a Pho restaurant. I looked around and there were not any Vietnamese customers around (a bad sign for Pho restaurant). Pho should not be $10. I chose the large bowl of Pho. The owners were very friendly. Their large is a very small bowl. A large, would be at least 2 times larger at other restaurants. My husband and I left still feeling hungry and ended up eating at another restaurant. It would be a decent bowl of Pho if they labeled the large as a small and charged $5 for it instead of $10. There are other much better Pho restaurants in Beaverton.

    Winner winner ... Pho Dinner! There are two ways to win at Pho Binh Minh ... the restaurant may fill your tummy with some tasty Vietnamese vittles while the "lottery lounge" behind a dusty curtain may fill gambler's pockets. The steady stream of locals seeking luck at the video slot machines seemed to never end. At least if you don't cash out, you can find solace in a warm bowl of Pho and a couple Spring Rolls. * Goi Cuon Binh Minh Special Salad Rolls with Shrimp & Grilled Pork ($7 for 2 rolls) Hand-made wraps packed with Marinated Lemongrass Pork and Shrimp plus Bean Sprouts, Lettuce, Mint, Chives, Asian Basil, and Vermicelli Noodles. The Peanut Sauce wasn't the best and neither were the rolls, but they were still satisfying staples (3 stars). * Cha Gio Fried Rolls ($6 for 3 rolls) A trio of Ground Pork & Shrimp Fried Egg Rolls came with a Fish Sauce for dipping and Lettuce & Pickled Carrots for wrapping, dunking, and chomping. The ingredients (including Onions, Mushrooms, Carrots, and Noodles) were piping hot, so the cool lettuce and sauce make a yummy duet (4 stars). * Pho Tai Nam (Steak and Flank) Beef Noodle Soup ($7.50 small / $8.50 / large) * Pho Tai Bo Vien (Steak and Meatball) Beef Noodle Soup ($7.50 / $8.50) Both bowls of Pho that Olivia Z. and me split were similar ... similarly mouthwatering. I forget sometimes how much I love a strong Vietnamese beef broth with soft and chewy pho noodles that aren't overcooked (4 stars). If you've been looking for a reason to visit Tigard (hey, it's possible), the Pho at Pho Binh Minh just might be the reason. Otherwise, you can always try your hand at the video slots cause Pho Binh Minh is one small restaurant with two big chances to be a winner.

    Disappointed. Service was fine. Fried spring rolls were fine. However, shrimp used in Pho was tasteless and tough, obviously precooked. My grandson enjoyed his beef pho, he rated it below Pho DaLat but as good as Hung Phat. We probably won't be back.

    Great food horrible service! Their hours are from 10am - 8pm and I came here at 6:45pm today & they're closed so pretty much only come here at noon for lunch. I might as well never come back last time I came here it was about 7:15 the grill was "closed" so they offered me cold food! What kind of business are you guys running? Please learn how to make your customers happy instead of pissed off. I always tip but you guys just have horrible service. Why even open a business if you guys aren't ever open around this time? you just lost TWO customers my husband and I will go else where!

    Came here for the 1st time with my boyfriend. We ordered pho tai (bowl of rice noodles, beef broth, thin slices steak) we topped our bowls off with bean sprouts, fresh basil, limes, and jalapeños. Very flavorful, broth was very hot even after putting all the toppings (which is a plus) will be back soon, who knows I may even take my pho fanatic dad!

    Meh. That truly says it all about this plaCe. Its hard to make bad pho ... this place didn't manage ut in the 3 times I've eaten there but its also hard to make mediocre pho, snd this place seems to specialize in that.

    I came in for take-out the other day. I had never been in before, but I was right there. First the guy gave me weird looks when I ordered my usual Pho Ga and muttered something I didn't quite catch. Then, I didn't like the way it was packed to go. Why are the noodles/meat/etc packed seperately from the broth? Putting them in the same container would have given it all time to soften up and be ready to eat when I got home, plus only using the one container could negate the need for the extra $0.50 charge for take-out. Just sayin'. I ate it, but it wasn't really much to brag about. The broth was kind of bland. I've had better. I don't think I will be back.

    Owners are rude (NEVER deny a paying customer the bathroom [with a lame excuse of it needs repair]) service SUCKED! Employees more interested in video poker than assisting a customer. Foods OK, but doesn't excuse poor service

    Okay I know nothing beats the pho from the S.E. side, but honestly the pho here is pretty darn good! They don't skimp on the ingredients and the pho comes out fast and piping hot. I've been to a few places around the Westside for pho and there are some good options in Beaverton too, but this place isn't to far outta my way. I like their pho cause they don't try to cater to the taste of white folks like the places in Tualatin and Lake Oswego (these places make their broth overly sweet and do not use tripe, tendon, and other traditional pho ingredients). If you decide to eat here don't get your hopes up for a warm welcoming, sometimes they may come across as rude, but I'm there to stuff my face and not make small talk. I've had salad rolls at a billion different places and the special house rolls are freaking amazing, I could eat just them for an entree by themselves. I've been coming here for a few years and always had a decent meal. The area in Tigard that they are located in is a little sketchy, but I have never had any issues.

    I'm not a pho fan, but LOVE their salad rolls and peanut sauce! I can walk to this cute little friendly place from work, which is a plus and always get the salad rolls for a light, yet satisfying lunch!

    Very very delicioius. I believe in Spanish, that would be "muy muy deliciouso." Not that it matters, because this is a Vietnamese restaurant. Family owned and operated. For me, the pho is all about the broth and these people make some delicious broth. As in, I wanna put it in a mason jar and sip on it on my way to work for breakfast, kind of delicious. Or- put it in my water bottle and let me take a swig during my workout instead of a sports drink, kind of delicious. Like that. Go get some.

    This place is good and fast. Pretty convenient too since it's pretty close to my work. I can't find much pho places around Tigard area so this will do :) The broth is pretty good and the noodle is cooked well. Not too soft, just the way I like it. If you are in the mood for some gambling, they have lottery room :)

    Don't let the lottery signs on the windows fool you. This place is actually pretty decent if you're looking for a bowl of pho. I got their special bowl with all the fixings. Broth tasted good and the cuts of meat, tendon, tripe were all good. I'm usually not in the area, but if I were I'd probably go here more often. I found this place via Yelp, and I recommend you give it a try if you're nearby.

    Meh. That's about what I have to say about this place. OK, that's not really true. The lemongrass pork spring rolls were actually some of the best I've ever had. If I come back it will be to try bun or something else featuring this delicious, delicious pig. The soup was alright. I really think Tan Tan in Beaverton has spoiled me and I'll never enjoy pho elsewhere again. I had to add a fair amount of the brown sauce stuff to the broth and there was really very little meat in my dish. It was pretty good, though... I ate it all. The place was dead but I'm willing to chalk that up to being almost 3 in the afternoon. The server was very brusque and hardly looked at me, let alone give me a smile or a welcome. Everything came out quickly, just not with warm service. A guy came in to "use" the lottery section of the restaurant and the noise of his machine was very loud. This is probably less of an issue if there were more patrons, but it was pretty weird for it to be just me and the lotto guy and the kind of surly waiter. Ultimately, I'll probably go back to try something else with the lemongrass pork. For soup, though... I know where my favorite lives and I'll drive on up there next time I have a hankering. :)

    My coworkers and I enjoy this place a lot. Great local venue for work lunches. While I may now know what exactly makes a Pho more authentic than another, I do know that the ones I have had here are as good or better than any others I have had thus far, except for maybe one in Seattle.

    Wow...so I thought I would try this place after work. I read the poor service reviews, but most said Pho was good. This is not correct! There was a hair in my food. When I said something about it they did nothing and acted like it was mine. It was almost 10 bucks. Expensive (for Pho) with hair in food and poor service, DO NOT WASTE YOUR MONEY HERE!

    When I first brought my Mom out to Portland OR to visit my BFF, the first thing she requested was to taste some Vietnamese noodles. By luck we came across this place and liked how authentic this place is compared to what we experience back home. The pho broth was steaming hot and had the perfect blend of cinnamon and star anise. The meat was tender and juice. The noodles were chewy and perfectly cooked. The herbs and chilies were fresh and the service friendly. San Jose, CA has the best Pho Noodles. but north of the border, you can come close at Pho Binh Minh

    They have pho. It's not great pho, but it's pho. Nothing too exciting about this little pho place in a strip mall in Tigard, other than that it's close to my work, so when traffic on that godforsaken stretch of highway that is 217 is too tangled up (which is pretty much 100% of the time) for me to make the trip up to Pho Hung, this handy dandy place is a decent backup. While possessing nowhere near the quality of pho that Hung has, it's decent enough. The bowls are good size, the broth is not clear (but not as dark as it should be), the meat portion is adequate, and the sides are plentiful. I found that I had to add a ton of fish sauce to get my pho to where I like it (while at Pho Hung, I really don't need to). They offer the standard combinations of beef pho, along with chicken pho, and the usual smattering of Bun (noodle) and Com (rice) dishes. Their salad rolls are pretty tasty, but the peanut sauce they are served with was warm (strange) and not all that tasty. This is also one of those pho places that's not quite dirty enough for me to get excited about. It's pretty clean, and that means they spend too much time cleaning, and not enough time seasoning their pho. Priorities, people... c'mon. The one really big problem - it took quite a while for the pho to come out. That's bad. You know the broth is ready, and the noodles pre-done, so really, how long does it take to make a bowl of pho? Seriously!!! I will be back, but more out of convenience than anything else. If you have the time to make the drive to Pho Hung in Beaverton, do that instead. The pho is much better (and WAY faster) there. [I did go back again. The pho broth is still ho-hum. The meat helping is generous, and of course, the service is still friendly. The deep fried pork spring rolls were some of the worst I have ever had (change the grease traps and oil in your fryers, PLEASE! These rolls tasted like years worth of fried other things). Frankly, the pho here is good in a pinch, but still not as good as Pho Hung or Pho Oregon]

    Excellent food. We love the pho, the lemongrass vermicelli salad and the crispy rolls. All are fresh and oh-so-good! The only reason this restaurant doesn't get five stars is that they have a small enclosed video poker area to one side, and the incessant noise ruins the atmosphere. They will turn up the music and this drowns out the monotonous beeping, but then you must put up with too loud music. Still we come, because the food is our reward for braving the lines at JoAnn's and the stupid parking lot.

    I usually order the pho with everything (is there any other way?) or the combination bun with double meat (just ask). Better than average food, and the owners are very friendly and professional. Some of their staff is a little less than friendly, buy warm up to you over time. And frankly, i don't need my pho restaurant to be particularly swanky. I'm there to roll up my sleeves and eat!

    Sunday, 02 May 2010 #3 large, sliced beef round and brisket, $7.50 decent-sized portion Broth didn't cut it. Not quite enough richness, body and character. Like every winery has wines with certain terroir, every pho joint has its own secret-recipe pho broth with idiosyncrasies that tease the palate. I would like to see this place develop their broth a little more. I was served pretty quickly. However, I had to go up to the register to pay as the wait service wasn't quite quick enough due to something interesting on TV. Nice new furniture.

    I may not be the most traveled, experienced or authoritative pho palate, but this is one of my favorite lunch spots in the 30-minute lunchtime radius from my desk. My only other reference for pho is a few places on 82nd when I was in college that I wasn't crazy about. I found the soup consistently bland, and didn't seek it out for the next five or six years. When I started working in Tigard, one of my co-workers started making runs over to Pho Binh Minh every few weeks. After the smell of the take-out lunches convinced me, I decided to check it out for myself. I haven't dined in, but I've taken out enough times to be a devotee. The combination of spicy and plum sauce, fresh-ripped basil, bean sprouts, lime and jalapeno spike whatever meat-and-broth base you elect to life. I'm not sure how much you "put together" your meal when you're dining in- when you do the takeout, you get all of the components packed separately so you can mix it up the way you like it. Me? I dump everything I can possibly get in there. Bring on the spicy goodness!! And beware the person at my next 2:00 meeting to catch a whiff of my breath. The $7.50 lunch portion is big enough to enjoy for two meals. It's a great change of pace from the typical sandwich and teriyaki fare that is offered to us suburban office folk. Oh, and one time our receptionist got a mango smoothie and it was to-die-for.

    After reading Don B's ridiculous review, I felt compelled to write one of my own. First, I've worked in the restaurant industry for five years but have cooked for as long as I can remember. I feel my pallet is very refined as well as sophisticated. Second, I am 100% Vietnamese. I have grown up tasting an abundance of home and restaurant Vietnamese cooking. With that in mind I feel my review will be extremely valid. Amazing food, everything I've had is absolute magic. The Appetizers and dishes are unbelievable. The Cha Gio (deep fried rolls) are very fresh, made to order and very flavorful. In fact, all of the appetizers are flawless. The Pho bowls are full of love. I don't ever need to add anything to the broth and there is plenty of fresh delicious meat and herbs. The Com dia (Rice Dishes) are all in a class of their own. Unlike other dainty rice dishes, these are packed full of perfection. Anyway, If I don't stop talking about the food I won't get to rating the service. A family owned and run restaurant, it doesn't get any better. They are very sweet and aim to please your every taste bud. Most of all they are very hard working and should be in business as long as the world turns. Oh and they get the food out hot and fast, always! As much as I wanna ramble on, I think you get the point. I stand behind all of their dishes and would strongly suggest going. I actually feel confident saying I would stand behind their dishes I haven't tried. As a connoisseur I would give them another five star rating on top of this five star rating. As for Don B........................I'm sorry, you need figure it out! Who puts fish sauce in their pho anyway. Pho Hung is good but not comparable. Don.....get a new hobby. Binh Minh is worth the trip if your coming from anywhere in Portland. Fresh, Fresh, Fresh!

    I was not impressed. I've tried two Vietnamese standards; the pho Binh Minh (otherwise known as Pho Dac Biet everywhere else) and the Bun Bo Hue, and was disappointed in both. The Pho broth was bland and watery, the noodles were the wrong type, and they skimped out on the items that make pho dac biet worth eating: tripe and tendon. The bun bo hue wasn't even bun bo hue; no blood pudding, no Vietnamese ham, not spicy at all. Perhaps it is because they are trying to appeal to a less adventurous customer base, but I won't be returning any time soon.

    I don't know, maybe it is the mini-mall location but I just wasn't expecting much...but the first time I went here I had their duck pho, which was quite tasty. But I have since been back a few times and it has never lived up to the first fix I got. They may have changed owners or "chefs"? I really only go here when I am desperate, I live just down the street, and don't want to make the quick drive to beaverton. The plus side, the condiment plate they give you has some extra goodies, and decor is newer and is cozy, if only it had a better view.

    We live in the area and have been to this place many many... many times. For the food? No not really... Food isn't that great to be honest. It's "OK". It was just convenient to stop there on our way to Costco or running errands. Well, unfortunately for them... we are NEVER returning there again!!! I have written them off! We were basically regulars there. Again, for the convenience (there is no other pho restaurant in Tigard). For being regulars there, we were treated horribly. Servers never smiled. Never a friendly "hello"or "hi". When we came in, they usually just stared at us and pointed to a table. They never talked to us (except to jot down orders). Brought food to our table without one word. I think what tipped us over the edge was our last visit there.... My husband went to pay and the server took our money and tip and not one THANK YOU. Not one smile. Wow.... he even smirked after he looked at the 15% tip amount. Well, for not even giving us water.... he's lucky he even got 15%. Never again. We're never going there again and you shouldn't either!!!

The waiter was on his cell phone the whole time (& while he was serving the food too - seriously!!!). I guess I don't have to tip much! Sigh!!!!     We were craving Pho and went to the closest one to us, even though it had a less stars. Boy was that a horrible decision. If you are hungry, do yourself a favor and let your stomach eat itself, KEEP DRIVING!!! We went in sat & ordered with no issue. We ordered spring roll apps and pho. After 10 minutes we still had received nothing but water. I went outside and sent a lengthy email. When I came back in nothing had been delivered. We sat and watched singles get food immediately. The one server, if you can call him that as he wasn't serving anything, kept cashing folks out and seating new. We could hear the cook in the kitchen ring the bell and still nothing. We were almost to a half hour, 12 minutes since email was sent. No spring rolls and no pho. Any other pho restaurant and we would've got apps immediately and pho right after. We should've been finishing up and we had nothing. We got up and left and the server chased us out and says "hello, are you leaving?" I say yes and he asks why to which I reply "You obviously don't want to serve us" I must add, my two other companions were Latino... This place has horrible service!!!

    Not sure where the people giving bad reviews are coming from. We have been eating at Pho Binh Minh nearly every week for over a year, since we moved to the area. Since the beginning, we were pleased with everything we tried on the menu; which is why we kept going back several times a month! Forever ago, the service was prompt and the food does not take an hour like one review suggested nor does it today a year later. If I were you, it seems that after 20 minutes I would have asked about the status of the food, like at any restaurant in the world that is your right. An hour, really, and you just sat there stewing on your yelp app? I have a hard time believing that. I have never had an issue with timeliness, even during busy lunch rushes. And now, I am confident in saying I haven't had a disappointing experience there, ever, having dined there at least 30 times!! And yes we go to other pho places around the Portland metro area, consuming tons of pho as it crosses our path. But this place is happily our standard neighborhood Friday lunch go-to. The lemongrass chicken is one of my top favorites, competing for my order every time with one of the delicious pho options. Must try one of their lemongrass vermicelli bowls, at least once in your life, just choose your meat. The lotus salad is yummy and fresh, making a perfect light healthy meal with an order of plump salad rolls. The pho beef broth is light and versatile and fragrant, not like the over commanding deep dark broths at other places that distract from the meat. The broth is forgiving and will compliment and change with whatever you like to throw in. I like pho that I can make "mine." The family is staff is wonderful and sweet. They have always been prompt and polite, and now they remember us and our favorite items and we feel welcome and appreciated every single time! Their comforting pho gives us strength to tackle our long and busy work weekends. I disagree with the negative reviews on here and think those people are confusing prompt, on point service from someone who's first language is not the same as their's to be "unfriendly" and "rude." Do not take their efficient service and mannerisms as a personal insult! Also I wonder if the reviewers are aware there are various ways to enjoy pho and if this pho doesn't exactly match the one, pivotal moment you first enjoyed pho down to the flavors, condiments, and venue, once again open your minds. I can't wait to go get my pho on, Friday can't come fast enough.

    We eat here quite often, and if you want delicious Vietnamese quickly and without any gourmet twists, this is it. The salad rolls are something to be craved nightly, and the lemongrass pork will always knock your socks off! Give them a chance, and you'll see why we love them so much!

    My girlfriend and I are new to the area and were eager to try out a new Pho place within walking distance. We sat down and placed an order to share and the waiter rudely explained that there was no sharing allowed unless we wanted to pay an extra five dollars to do so. We were already taken back by their prices and to be told so rudely just ruined our appetite. We decided to leave and the waiter starts remarking and giving us dirty looks. I also heard him talk loudly to another customer before us. Guess this is just the way they treat their customers.

    Please learn how to run a business and how to treat customers correctly. Called for a take out order half hour before they closed. Tried to order grilled menu item and guy who always works there says they shut their grill off half hour before they close. I sounded disappointed and said Thanks and hung up. About a week later I called earlier then half hour before they closed to get a take out order. The same guy answers and recognized my voice and says "don't get mad at me when I tell you we shut our grill off half hour before we close". I decided not to order or give them any of my business from that point on. What a joke. If another pho place opened near them, they probably would go under.

    What an interesting place. I came here simply because it's the only Pho place close to me, and when in need of Pho I don't drive too far out of my way to get it. It's in a little storefront near downtown Tigard in one of the popular strip malls with Dollar Tree and the Joy Theater right next door. There is absolutely nothing appealing about the front of the building that would draw anyone in. The inside was equally bland. The tables were set nicely when I arrived, menus and silverware out and ready for the lunch rush, but nobody was there, just me. I already knew what I wanted so that took the guess work out of looking at a menu, but I noticed they had some authentic Vietnamese dishes that I am nowhere near brave enough to try. I ordered the chicken pho, or "chicken noodle soup" as it says on their menu. The lady working was very nice, and took my order using her very broken English to which I kept replying "what?" We got it all worked out;) While waiting for my order I noticed they had this sketchy little video poker room just randomly off to the side of the dining area, separated my some dingy red drapes. I peeked in to see what was inside, as if maybe there was something really cool waiting to be discovered. Nope, just about 5-6 video poker machines and a few day-old cups of coffee and some old newspapers. I had a dollar left over from my purchase so I sat down and got a 5 minute fix of video crack while I waited. Such an unfulfilling experience that was! So I took my food home, got a big bowl, dumped in the noodles, the broth, the chicken, sprouts, chili sauce, lime..... pretty damn good! It wasn't the best pho I've ever had but it was pretty damn delish. I felt so nourished and revived afterwards, as pho always makes me feel. Overall, I'm glad I stopped in here to check it out. I'll probably be back for some more pho, I doubt I'll ever venture anywhere else in that menu, but we'll see.

    Pros: Prompt water service. Cons: My order in Vietnamese restaurants hardly ever strays anymore. I have been eating it on a regular basis for well over 10 years in the Portland/Metro area. So I know what I like, I don't waste my time. I ordered Salad rolls, and a large bowl of Pho. I went with round steak and meatballs. First impression was the noodles were far over done. The meat was okay. No cilantro on the condiment plate. Broth didn't have an even balance of flavor, it leaned to the sweet side, which is not a good flavor. I received my pho well before I got my salad rolls. I was almost to the point of canceling the order of salad rolls when they finally brought them out. I wish I would have canceled. They were terrible. Far too much mint. You could hardly get the flavor of the Vietnamese ham, and the shrimp. It was just a lot of crunchiness from the bean sprouts and mint. I have been making these at home lately, and what I have done with my recipe in less than 8 hours, is far better than what they are serving. I can't forget the peanut sauce, it was dark and unappealing. I can make better with 4 simple kitchen ingredients. Overall the establishment could use some TLC, it was a bit on the dirty side. I am honestly afraid to check the health scores. **UPDATE** I just did and they recently had a 97! My stomach will rest easier. Maybe it was an off day, or maybe people don't have a high standard of service and quality. Either way, I will not find myself here again by choice.

    Want Diarrhea? This is your place to get it from! Doty's / Pho restaurant. Pho is mediocre and yet more expensive than any other Pho place. The large bowl here is the small any where else. The restaurant had clean tables and floor. The odor was ok when the front door opened. The male attendant was the cook, the sous-chef, the waiter, the cashier, the lottery attendant. Did he ever wash his hands? But he touched the food. Husband and I stopped by at 2pm, after a laborious day of packing. We were not happy, to have to spend the rest of the day at every bathroom we could find. We returned home early because the gut pain was horrible. Yay FREE food poisoning! This Pho place is close by, had an excessive amount of people walking in to smoke and use the lottery machines in a man made room which walls don't go all the way up to the ceiling. So, you get some of the FREE second hand smoking. Yay! Free black lungs! Will I go back to this place? No way.

    Our family has eaten here several times over many years and had great Pho! Today was different. Walking in the restaurant, there was a terrible, rancid smell that overwhelmed our whole family. We should have walked out immediately. Since we have had great service and food in the past, I overlooked this. I ordered, and waited for a couple of minutes. We could not stand it for more than 3 or 4 minutes, we stood outside for our to-go order. When we got home, the food was rancid too. Super bummer, as we were looking forward to good Pho. Straight to the outside trash. Waste of $18.

    Not too many other pho places around this particular area, but the Mrs. was craving some so we came by. Ordered a small with flank and tendon, wife had brisket and tendon. The good: flavorful broth, fresh veggies with plenty of cilantro (something I see less and less of on the veggie plate lately), nicely cooked noodles (that is, not over cooked), and most important to me, tendon cooked to nearly perfect consistency! I asked for flank, but it sure looked like brisket to me.. The bad: this was the longest I have ever waited for a bowl of pho! Also, the size was much smaller than your average small pho and the price a bit high for such a small portion. The ugly: so little meat! The tendon, while delicious and free of the occasional smell that comes from poorly cooked or un-fresh tendon was disappointingly minuscule. 1 smallish slab and a few tiny fragments. Overall, I'll probably come again due to the lack of local options, but I'll ask for extra meat. Hopefully that won't cost too much extra.

    I was really unimpressed by their pho broth. I don't know if it was because of the holiday and limited menu options, but we could only order items 1-9, which was fine, because it was "National Hangover Day" aka "New Year's Day" and we just wanted pho... but the broth tasted like chalk to me :( I really wanted to like this place because they had bombass appetizers!!! Their fresh rolls were some of the biggest I've ever seen, jam packed with lettuce, shrimp, pork and bean sprouts. Their fried egg rolls were fantastic too! Filled with vermicelli, meat and everything yummy... but their pho broth was really awful but I needed the broth so I finished it anyway. 3 stars for amazing appetizers and my ability to finish everything. Docking 2 stars for the chalky broth...

    The Flank Steak Pho is to die for, delicious broth and fresh veggies. Called in a to go order and it was ready in under 10 minutes. If only this place delivered..

    Not great. Not horrible. A-OK. Pho Bihn Minh is not exactly located in the best area but is the closest Pho restaurant from where I work. Typical lunch rush, but not overly crowded. As I was a party of one I got seated in an odd area hidden in the corner. Is this why I didn't get served water or my order was sort of 'forgotten'....who knows. People who were coming in after me got their water promomptly and even some got served their food before me. LAME. I was hungry and it's the lunch hour so slow service is not appreciated. Food run down - #7 round steak pho and salad rolls. Pretty decent. The small size was plenty of food. Broth seemed a bit over salty but once I added all my hot sauces and plum sauce I was good to go. Salad rolls were alright, good peanut sauce though and pretty decent in size. The staff/people who own this place are super cheerful and friendly. I would return if perhaps I had a little more time. Like I said, the food here is decent enough that I would return even though there are some other Pho places I would likely rather visit.

    Stopped by today around 12:30 pm to try their banh mi. Stood around for an awkward few minutes waiting for someone (ANYONE) to show. No noise in the kitchen, no sound anywhere except for the few people sitting at one table. Were they open? Closed? Where the hell is everybody? Sorta smelt like a dirty towel inside. I'm only giving two stars because they had cute lanterns. Not tempted to try again though.

    Pho Binh Minh is a delightful Vietnamese restaurant located in the Tigard Plaza shopping center. Tigard Plaza has become quite the international strip mall. With Pho Binh Minh Vietnam is well represented in this interesting suburban collection of shops and restaurants. Pho Binh Minh is a family owned and operated restaurant. The service is very businesslike. However, when I got one on one with the owner he was a delightful guy. The owner taught me how to properly pronounce "Pho." He also instructed me on the health benefits of Beef Pho. The interior of Pho Binh Minh is clean, bright, and comfortable. There's an Oregon Lottery section that is closed off with curtains. Pho Binh Minh must have some excellent video poker machines because on our visit the lottery section was getting more action than the restaurant. The menu is quite large. Most of the entrees are around $7-$8. We started our meal off with some salad rolls. They were spectacular. Shrimp, pork, and bean sprouts wrapped in rice noodles. Our salad rolls came with the most delicious peanut sauce I've been served in Portland. Pho Binh Minh does an excellent job of seasoning their dishes. My fried rice entrée was fantastic. Pho Binh Minh marinates many of their meats with lemon grass. This imparts the most wonderful flavor to pork and chicken. One member of our group tried the Beef Pho (at the owner's suggestion). He said that his bowl of Pho was delicious. The Beef Pho bowl was so large that our group member couldn't finish it. Ordering a fried rice dish totally threw our server for a loop. She had to run back in the kitchen and ask if it's OK. The owner came out and told me that it would be OK if I had fried rice. It was certainly nice to know that it's OK for me to order friend rice. Oh well, this is a family run operation. Whether you're looking for Pho or any other Vietnamese delicacy, the family of Pho Binh Minh can serve you a delicious, well seasoned, and inexpensive feast from Vietnam.

    What a JOKE!!!!!!!!Service was horrible. It was like pulling teeth to server-owner, to show me a small serving bowl vs. large. Owners were VERY unfriendly and not attentive even with a completely empty restaurant. Wish now I hadn't left a tip. They deserved NOTHING. Looks like someone needs 101 on customer service. Pho was average at best. Tendon was tough and chewy. Would definitely NOT recommend. This place gets an F. Save your money..............

    This place is good. I especially like that this place is open in Sundays! The strip mall aspect didn't bother me. But the live fish market a couple doors down smells terrible. Other draw backs, lottery room is loud, getting in and out of the parking lot is annoying, and the chicken tastes like another type of poultry... My advice, get the special. :)
