    Alright, this place has some of the most amazing tacos I've ever had! Their carne asada is done authentically (like for real) and the salsa verde is super spicy and and obviously homemade. Don't be scared off by the bland exterior; this is a truly great restaurant. You've gotta check it out. The prices are incredible for what you get, also! I had to knock off a star because we waited 10 minutes in a near empty dining room to be greeted and get a drink order in (while other tables were being greeted and asked right in front of us)...that was kind of irritating. But our waiter, Keith, quickly made up for it with excellent service!

    Bland, bland, bland...if one more person calls this authentic...that is LAUGHABLE! ...if they make it, it's bland...ok, so we tried it: daughter got enchiladas, flour tortillas made them gummy, she was searching for cheese, to no avail. She ordered them with red enchilada sauce and the sauce was horribly disappointing. One of us got chilaquiles ....supposed to be spicy...omg VERDE?? Seriously? Steak & chorizo torta...NO! Expecting a rich flavor from the chorizo...not! Habanero salsa was a total joke...no spice whatsoever. Tacos were edible, not at all memorable. Bottlecap jalapenos were edible. Service was good, minus one creepy guy who was Johnny-on-the-spot, trying to find out how much we liked our food, before we had our first bite..and then he lingered.

    The service was fast, even on a busy Saturday night. I had the Chipotle Chicken Enchilada. It came with rice, beans and a tiny lettuce/tomato side salad(?). The food was good, but it didn't knock my socks off. I'm wondering if the popularity of this restaurant is because people like it or because of the dearth of decent Mexican restaurants in the area. I'll definitely go back and give it another try.

    Who would have thunk that there would be decent Mexican food in Westminster. There is, its called Papa Joes. They have a small but good menu. They serve tacos as they were meant to be served ( no hard shells gringos) its as authentic as you're gonna get outside of Southern California. Nice atmosphere, friendly service. Whats not to like about Papa Joes. ProTip: get the "South Of The Boarder" margarita. Its a real margarita and not made with a mix.

    Since they have a new location I figured I'd write a new review. Still love them, still my favorite place to eat EVER. Everything I have ordered has been amazing, no question about that. My favorites are chicken burritos or quesadillas fritas (I'm kind of boring lol). Salsa is amazing, chips are always fresh, specials are always exciting & different. I think they had a few hiccups moving to the new place & it seems like it's laid out kind of weird, so it looks tricky to get back & forth to the kitchen. But they have a DRIVE THRU which is pretty much the best thing ever, so you can call orders in & pick them up. There are a lot of new employees but all have been great so far. The good ones will stick around, plus the owners are super nice. Best place in Westminster!

    Papa Joes has great food and large portions. We have always had excellent service. Keith is the only waiter in town who has ever made an impression on us, by offering truly personable, respectful customer service. The food is authentic and fresh. (I lived in Florida for 5 years and have eaten plenty of true Mexican food.) I especially enjoy the tostadas and salsa verde here. The only thing I've ever disliked about eating here is the long wait around dinner time, but they have limited seating and excellent food, so it's completely understandable.

    It is very difficult to find good Mexican food in Maryland....but Papa Joes has filled that gap. This is a great place. You may have to wait to be seated, but it is worth it. Our waiter was beyond attentive and knew the menu well. We had the spicy pork enchiladas and the carne tacos. The green chili is as good as they say- the right degree of heat with some tang. The margaritas are okay- nothing amazing there. We will definitely be back!

    Absolutely the best food in Westminster. Order a "South of the Border" margarita if you want one of their "good" ones not made from a mix. This place is super clean, the owners are incredibly kind, and I've never had a meal that was less than awesome. In a town full of mediocre food, this place is a cut above for dinner and drinks or even a casual lunch.

    Great Mexican food, go early, it gets crowded. Authentic food, I like the tamales and tacos. My wife gets shrimp tostados everytime. Cant go wrong with the Sangria. Glad they have the new location, a lot more seating. I don't give many 5 stars, this is a gem in Carroll

    My favorite restaurant in Westminster. I have never had a poor experience with the staff and the food has always been excellent! I only wish I could make it to the lunch specials like I used to, impossible to find better portion/quality for the price... In short, I like this place ;)

    Loud, waitresses loud also, told 2 workers I didn't like my food. Still had to pay for it, even though I didn't eat it. Salsa and chips are mediocre. Don't get the steak fajitas, very tough. I won't go back.

    My biggest complaint about Papa Joe's is the always-present crowd. That's a good thing for the restaurant; not so great for the customers. Even getting take-out can be tricky as you have to wade through the waiting guests to find the counter. The food though is totally worth the effort. Our faves are the fish tacos (get the traditional Mexican toppings, not the American kind), seafood nachos (their nachos are homemade and very yummy), and enchiladas. I've had a few mix-ups with sauces, thankfully they're put on the side, but otherwise great service, even when the place is packed. A great option above the standard chain fare for the Westminster area.

    Excellent! Get there early because it fills up quick. Great seasonings and spices. Good Mexican flare. Reasonable prices. Make sure you coordinate with your party as they won't seat you until everyone arrives (their house - their rules). Wish it was bigger. Excellent margaritas! Highly recommend the fish tacos Mexican style.

    If you've actually had Mexican food and come here expecting it, you will be sadly dissapointed. This place is always packed but the carry out order and the meal I had the other night was nothing more than a step above taco bell for quite a bit more cost. The service was good, friendly and above what I expected for being so packed, but the food wasn't anything special. For Westminster, this is pretty good Mexican food, but for Mexican food, Eh... I've gone back a few times since this is close to where I work, and it has one of the best sandwiches I have ever had. Also the wings and drinks are great. Took a few tries, but they have good things!

    When in Westminster, Maryland, find a restaurant other than Papa Joe's! The service is absolutely TERRIBLE! The first time I went to their NEW location, the waitress seated us, then I did not see her for 15 minutes. Then she finally came to the table and took our drink and meal orders. It took 45 minutes to get our drinks and food! Also, their "authentic" Mexican tacos are not authentic at all! The waitress NEVER came to check on us during our meal, and finally showed up only when it was time to take my money at the end of the meal. Today, I decided to give them a second chance. I arrived with my daughter, and asked the hostess to be seated in a booth and my other two guests were running a few minutes late, and would be along shortly. I was then told by the hostess that she couldn't seat us until my other two guests arrived! WRONG ANSWER!!! The dining room was virtually empty! She made her restaurant lose about $200 of revenue for the evening. I turned around, and walked out, then called my guests to mee us elsewhere. I will NEVER step foot in Papa Joe's EVER again!

    My wife and I regularly have date nights at Papa Joe's. They have excellent food and usually excellent service. Only real downside is that there is typically a wait at peak times. Their fajita rancheros in a spicy cream sauce are the best fajitas around bar none. If your looking for light fare their fajita salads hit the spot! Spend a night at Papa Joe's and you won't be disappointed!

    Everyone raves about Papa Joe's and I honestly do not understand. This place has the worst service and food I have ever tasted. I have tried on 3 separate occasions to like it but was completely dissatisfied every time. I tried the enchiladas, burrito bowl, and tacos and didn't like anything. I'll stick to casa rica, cinco de mayo, and chipotle.

    This place is a dump. Not only is it the worst mexican food I've ever had in my life but the service is horrendous. They nickle and dime you for everything. My meal didn't come with sour cream and they charged me $.90. My daughter's kids meal didn't come with any dipping sauce for her chicken fingers so I asked for ranch with was $.60. I couldn't believe my eyes when I saw the bill so I asked our server why all the charges for sauces and she said she doesn't agree with it but that the owners make her do it. I hope the locals like us speak up and push this restaurant out.
